Washington fines BP, Olympic Pipeline Company for 2023 gas spill in Skagit County

CONWAY, WA (MyBellinghamNow.com) – The state is fining BP nearly $4 million for spilling thousands of gallons of gasoline near Conway.

The state Department of Ecology announced on Monday, Nov. 24 that it’s issued a $3.8 million penalty to BP Pipelines and Olympic Pipeline Company for the 2023 spill.

Ecology is also requesting the companies to reimburse the state over $800,000 for the cost of the response.

My Bellingham Now previously reported that a gas leak in the Olympic Pipeline caused over 21,000 gallons of gasoline to spill into a nearby stream and forced the Conway School to briefly close in December 2023.

The cleanup took roughly three months.

An investigation later traced the leak to a corroded carbon steel nut that Ecology says BP failed to fix. It’s the second fine that’s been issued to the Olympic Pipeline Company in the last five years.

BP told MBN in a statement “Immediately after the pipeline incident, BP Pipelines (as operator of the Olympic Pipeline) activated response teams and worked closely with state and local agencies to contain the release and remediate the site. As noted by the Washington Department of Ecology, our collaborative, robust response with our partners limited the affected area, reduced environmental impacts and prioritized public health.

“We will carefully review the state’s findings and continue to engage constructively with Washington Ecology. The safety of people, communities and the environment remain our highest priority.”

The ruling comes as the response continues to fix another leak in the pipeline near Everett.
