State approves 22% average rate increase for individual health insurance in 2027

OLYMPIA, WA (MyBellinghamNow.com) – Thousands of Washington residents will see another hefty rise in the cost of their health insurance next year.

The Washington State Office of the Insurance Commissioner (OIC) announced on Wednesday, Sept. 9,  that it’s approved a 22.2% average rate increase in health insurance premiums for 2027.

That’s slightly higher than the 21% increase that went into effect for 2026.

Insurance Commissioner Patty Kuderer attributes this latest increase to a rise in the basic costs of health care and more robust health care needs among recipients.

“This is, unfortunately, a reflection of the increasing cost of care,” Kuderer said in a news release. “Families shouldn’t experience sticker shock every year when shopping for health insurance, but these pressures are likely to continue without changes that slow health care spending, improve affordability and keep more people covered.”

The rate hike applies to residents who use the state’s individual health insurance market and don’t receive coverage through their employer.

Nearly 250,000 Washingtonians bought individual health plans in 2026, which was down 13% from 2025. The OIC attributes the drop to Congress’ failure to renew federal tax credits, which can cut annual costs by over $1,000 on average.

Three insurance companies have been approved to offer individual coverage in Whatcom County in 2027, including Coordinated Care Corporation, Kaiser and Lifewise.

Open enrollment begins on Nov. 1.
